In a heavy pot, combine quinoa, 1¾cups of water or broth, olive oil, lime juice, zest and salt and pepper to taste.
Bring the mixture to a boil, lower the heat to a simmer, cover the pot and cook for 15~20 minutes, until the liquid is absorbed and the rice grains are tender.
Remove from the heat and sprinkle the cooked quinoa with chopped cilantro and green onions. Fluff the quinoa gently. Serve immediately.
